The Windows Vista taskbar only shows the icons of apps that are actively running. It is much more useful to see the running apps, so that you can quickly launch one and then switch back to the other one. There is an app in the Windows Marketplace called WinSplit, which does that for you; it gives a fly-over preview of all the apps running in the system. The Windows 7 version is free.

In Windows 7, it takes a bit of work to get the task bar looking nice. For whatever reason, it is a bit of a sticky area, but you can get it looking great with a few workarounds. On my system, I typically disable the normal taskbar by clicking on the lower right corner in the taskbar area (sorry, I don't know what else to call it). This allows more space for me to work in. This is generally the default action if you activate the taskbar.
WinSplit is a handy free standalone utility which can tell you quite a bit about running applications. Besides the ability to quickly tell you what is running and who is your top app, you can set it to display the "app stack" on the taskbar, or on the desktop.
The Windows 7 taskbar is so different from the taskbars of previous versions of Windows. By default, some apps are put in the taskbar and others are not, and those that are can't be removed. If you want to remove an icon from the taskbar, you either have to right-click on it and select Remove or use the keyboard shortcut Ctrl-Alt-Del.
